1. Improving the quality of higher education while ensuring compliance with high standards and maintaining incentives to achieve continuous development.
2. Supporting research, innovation, scientific achievement, discovery and promotion such as key drivers for the development of a skilled national workforce with high productivity and competitiveness.
3. Achieving the alignment between the outputs of higher education on the one hand and the needs of the labor market and the socio-economic needs on the other hand, guided by the Quarter-Century (25-Year) Strategy (2007-2031).
The aim of applying this set of policies is to achieve the following results:
1. Broader access to higher education
2. Achieving better harmony between the higher education programs and their outputs, on the one hand, and labor market needs on the other hand.
3. Ensure a distinguished quality of the College graduates and the teaching staff members, as well.
4. Achieving better and more effective results for the scientific research, innovation and technology development activities.
5. Building and developing an educational model by utilizing diverse experiences in the field of higher education through the extensive use of the different international experiences in this field.
To achieve the above objectives, four priorities were identified as well as related initiatives, as follows:
1. Improving the quality of the higher education system to reach the internationally recognized standards
2. Establish a quality control system and set standards for educational programs
3. All eligible students have access to higher education at a reasonable cost
4 – Setting up academic programs offering degrees for distance education and opportunities for continuous and adult education
5. Harmonizing the higher education system with the social, cultural and economic needs of the country
6 – Building a network of integrated systems that achieve interaction between the higher education system and the parties concerned with the labor market
7. Establishing systems and databases for the higher education and the labor market
8. Stimulating the College and encouraging it to harmonize its programs with the needs of the labor market
9 – Employing the scholarships to achieve compatibility between the options available for admission to higher education and the needs of the labor market
10. Developing the scholarship policy framework and linking it to the needs for the development of the human capital.
11 – Working to define the institutional model for preparing and granting scholarships to the College’s cadres.
12 – Building and developing an integrated interactive system of research so the education leads to innovation.
13. Coordinating efforts to develop research-based academic programs
14 – Consolidating efforts with the concerned industrial bodies in various fields to establish specialized centers for scientific research in addition to allocating the necessary funding to support the establishment of research chairs
15. Formulating guidelines, policies and procedures to govern the funding of scientific research in a competitive manner.
